Kazakhstan plans to raise the age for participation in gambling from 21 to 25 years.
On Wednesday, the Mazhilis presented the draft law “On introducing amendments and additions to some legislative acts of the Republic of Kazakhstan on issues of gambling, lotteries and lottery activities.” It provides for criminal liability of online casino organizers and raises the age limit for gambling participants.
“If this law is adopted with these changes, it will improve the health of the society and limit the spread of gambling. At the same time, it will hinder the growth of the shadow economy in this area,” said deputy Yelnur Beisenbayev.
According to the deputy, unofficial data revealed that last year, the annual turnover of bookmakers reached 1 trillion tenge, and 400 thousand people are regular clients of bookmakers and casinos.
Beisenbayev emphasized that the bill provides for maximum restrictions on advertising of bookmakers and casinos. Furthermore, legal entities that allow minors to gamble will be subject to significant fines. Another innovation is raising the age limit for gambling participants from 21 to 25 years.
Among the key norms, he named bringing online casino organizers to criminal liability under Article 307. The bill also proposes to limit participation in gambling of persons with overdue debt on loans and alimony.
“Additionally, this fight necessitates not only tightening of the legislation, but also provision of training in psychological and financial literacy, expanding opportunities for young people to engage in sports and creativity in their free time,” the deputy concluded.
