Kazakhstanis to Gain Option to Self-Restrict Gambling via Egov

The Ministry of Tourism and Sports (hereinafter referred to as MTS), together with the Ministry of Digital Development, Innovation and Aerospace Industry, JSC National Information Technologies, has completed work on automating the service of self-restricting citizens and residents of the Republic of Kazakhstan from participating in gambling and betting.

Now citizens of Kazakhstan, as well as foreigners permanently residing in the territory of the Republic, can submit an application for voluntary restriction of their participation in gambling and betting for a period of 6 to 12 months through the eGov mobile application.

This procedure is provided for in Article 15-1 of the Law of the Republic of Kazakhstan “On Gambling Business” (hereinafter referred to as the Law). Before automation, the inclusion of relevant persons in the list of self-restricted individuals was done in paper format within 8 working days.

The new service significantly reduces the processing time for applications and simplifies the procedure for self-restraint from participation in gambling, which will allow all citizens, especially those who are overly addicted to gambling, to instantly block their access to all legal gambling establishments and sites of licensed bookmakers.

To restrict oneself from participating in gambling, a citizen or resident of the Republic of Kazakhstan just needs to download the eGov mobile application to his phone and have an electronic digital signature.

The application is submitted online by signing the application with an electronic digital signature. After submission, the application is immediately registered by the service and the applicant is included in the list of persons restricted from participating in gambling and betting (hereinafter referred to as the list) for a period of 6 months to 1 year without the right to withdraw the application. Meanwhile, before the expiration of the period of restriction on participation in gambling and betting, one can submit an application to extend the restriction.

In accordance with the Law on Gambling Business, information about persons included in the list is confidential. Accordingly, only authorized MTS officials, as well as licensed gambling business organizers, have access to such information upon separate requests as part of a data verification by entering the IIN of a person wishing to take part in a gambling activity to determine if he/she is on the list.

Thus, each request from gambling business entities will be processed individually and exclusively according to IIN details without disclosing other personal data of persons on the list. Gambling business entities will not have access to the entire list.

It must be noted that the application must be submitted by a person wishing to limit their participation in gambling and betting by themselves using a personal digital signature. Applications by third parties are not permitted.

At the same time, along with this digital service, citizens and residents of the Republic of Kazakhstan retain the opportunity to submit a written application (in paper form) for self-restraint from participation in gambling and betting with their own hand on the spot through the organizers of the gambling business in accordance with Article 15-1 of the Law.
