Kyzylorda Cracks Down on Child Support Debtors with Gambling Addictions

The regional prosecutor's office identified 154 debtors on alimony who spent more than 250 million tenge on gambling. The debtors, due to unwillingness and indifference to their children, ignoring their obligations to pay alimony, gambled in bookmakers.

For example, one debtor, with an alimony debt of 1 million tenge, replenished his account with an amount of more than 156 million tenge. Measures are being taken to bring to criminal liability debtors who waste their funds on bets in bookmakers while in debt.

It is also reported that over the past six months, 12 submissions have been sent to the Department of Justice and the regional chamber of the private bailiff to eliminate violations of the law in alimony collection proceedings. As a result, alimony debts totalling 91 million tenge have been collected in favour of 155 single mothers, and 147 malicious debtors have been brought to administrative liability under Article 669 of the Code of Administrative Offenses for failure to pay alimony.

In addition, 39 private bailiffs were brought to disciplinary responsibility for improper performance of their duties in the forced collection of alimony.

"At the initiative of the prosecutor's office, pre-trial investigations under Article 139 of the Criminal Code were initiated against 18 malicious debtors evading alimony payments, 12 debtors were brought to criminal liability, 9 of them were sentenced to restriction of freedom, and investigations are ongoing against 3," the government agency said, adding that the alimony debt had decreased to 380 million tenge.

The regional prosecutor's office reminded about the administrative (Article 669 of the Code of Administrative Offenses) and criminal (Article 139 of the Criminal Code) liability for failure to fulfil obligations to pay alimony.
